APPROPRIATIONS - OMNIBUS RESCISSION AND SUPPLEMENTAL - Declares legislative intent regarding General Fund revenues and expenditures; transfers dedicated funds into the General Fund; reduces General Fund appropriations for all agencies and institutions for fiscal year 2009; and increases appropriations from dedicated and federal funds to partially offset General Fund reductions for some agencies.
