APPROPRIATIONS - COMMISSION FOR PARDONS AND PAROLE - Reduces the appropriation to the Commission for Pardons and Parole by $155,000 for fiscal year 2010; appropriates $2,099,100 for fiscal year 2011; authorizes 32 full-time equivalent positions; exempts the commission from certain appropriation transfer limitations for fiscal year 2010; and exempts the commission from certain appropriation transfer limitations for fiscal year 2011.
